Here's how: Using an iron on medium heat, adhere freezer paper waxy-side down to a piece of felt. Trace garland circle template and cut out shapes. To save time, cut shapes from two sheets of felt layered together, one without freezer paper. Peel off freezer paper. Sandwich circles around baker's twine with fabric glue. Space the next circle set a finger's width distance (about 3/4 inch) from the first; repeat until the garland is desired length.
