  1. 1 of 3 Heat oil in large, heavy pot over high heat. Add meat and onion; cook for 8 minutes, stirring after 3 minutes.
  2. 2 of 3 Combine wine, flour, chili powder, garlic powder, oregano and red pepper in medium-size bowl. Add to meat in pot, along with tomatoes and salt. Bring to a boil. Reduce heat to medium-low; simmer, uncovered, stirring, for about 50 minutes. If too thick, thin with a little water.
  3. 3 of 3 Serve with accompaniments if desired.
