  1. 1 of 4 In a heatproof bowl, pour 3/4 cup boiling water over bulgur. Cover with plastic wrap and let stand at room temperature until tender, 20 to 25 minutes.
  2. 2 of 4 Meanwhile, whisk yogurt, 1/4 cup mint, 3 tbsp water, 1 tbsp lemon juice, the garlic, 1/4 tsp salt and the cayenne. Cover and refrigerate.
  3. 3 of 4 Firmly press bulgur through a fine-mesh strainer to remove excess water. In a large bowl, toss bulgur, cucumber, tomatoes, scallions, parsley, oil, black pepper, 1/4 cup mint, 3 tbsp lemon juice and 1/2 tsp salt.
  4. 4 of 4 Make salads with tabbouleh, Romaine and chicken. Drizzle with yogurt dressing and sprinkle with 1/4 cup mint.
