  1. 1 of 1 Heat a large nonstick skillet over medium-high. Add 1/2 lb ground beef, 1 tbsp chili powder, 1 tsp onion powder, 1/2 tsp ground cumin and 1/4 tsp salt. Cook 3 to 5 minutes, breaking apart with a spoon. Meanwhile, microwave 1 cup canned refried beans at 100% for 1 minute and stir until loose. Transfer to a resealable plastic bag. Spread 36 multigrain mini tortilla chip cups (such as Tostitos Scoops) on a baking sheet. Snip a corner from bag with refried beans and add about 1 tsp to each tortilla cup. Divide meat evenly among cups and bake at 375 degrees for 5 minutes. Remove from oven and top each with a small spoonful of sour cream, some sliced scallions and a cherry tomato slice.
